[OS X TeX] Why repeated "forcibly removed" tags for TeXLive 2017 packages?

Probably due to a failed update, either because it was cancelled or tlmgr/TLU crashed. You should be able to select them and reinstall in TLU, though maybe not from the Updates tab.
