Howdy,

First, are “ and ‘ in the latin9 encoding? They aren't the same thing as " and '.

Second, adding the encoding directive, `% !TEX encoding = IsoLatin9', after saving the file will do no good since the initial save gave it the default encoding. To save it with a, possibly, new encoding you need to copy the text into a new file that has that directive and then save that.

Finally, don't use the t1enc package, use \usepackage[T1]{fontenc} instead or, better yet also add \usepackage{lmodern}.
