That's wrong!!! Please run

sudo chmod 644 /usr/local/texlive/2017/tlpkg/texlive.tlpdb

and give your admin password when requested. That should give the permissions

-rw-r--r--

when you run

ls -alF /usr/local/texlive/2017/tlpkg/texlive.tlpdb

again.
