Hi Herb,
I removed epstopdf.cfg from my local tree, placed your epstopdf.cfg in /usr/local/texlive/texmf-local/tex/latex/config/epstopdf.cfg and run sudo -H mktexlsr.
However I noticed no difference whether I keep epstopdf.cfg in the above location or delete it altogether:
1. EPS files are converted and named “filename-eps-converted-to.pdf”
2. GIF and PNG images are displayed properly
3. TIFF images give the error message Error: File `filename-tiff-converted-to.png' not found: using draft setting.
