[OS X TeX] TeX Live Utility: is the tlmgr an alternative?

And you mean `doesn't' here. However I see no reason why it wouldn't work.

I believe TeX Live Utility will be part of the MacTeX distribution for 2021. There is a reason it couldn't be part of the 2020 distribution.
