[OS X TeX] TeX Live Utility: is the tlmgr an alternative?

Dennis,
This problem will go away in MacTeX-2021.
The problem was that TeX Live Utility (and LaTeXiT) were not signed and did not adopt a hardened runtime, and therefore it would have been impossible to notarize MacTeX if they were included in it.
But now both are signed, etc., and thus can be included again.
