Why don't you move the version of xindy in TL-2020 to TL-2021? I'd move xindy, xindy.mem, and xindy.run. Actually, xindy is a symbolic link, so just move xindy.mem and xindy.run. (Rename the originals so you can retreat.)

Does this work? Does this fix the problem?

Easier for you than me because you have the source which displays the bug.
