[OS X TeX] Can I delete these old ghostscript folders?

If you migrate the right way, the question becomes moot.

Take this opportunity to start with a clean performant new Apple Silicon mac. Most of the problems with these macs come down to old daemons and extensions, migrated from way back, and causing issues. 

It is recommended that you migrate only the user accounts and then install applications fresh. Same goes for mactex. It takes a little longer but pays off in the absence of problems and in better performance going forward.
