To see the effect on TeXShop, set the preview window magnification to 100. The horizontal scrollbar will appear if the window width is less than the page width, as expected. Now set the magnification to 200---the horizontal scrollbar appears only if the window is less than half the page width. Someone at Apple divided where they should have multiplied. As a traditional user with just keyboard and simple mouse, this makes moving around in the preview window much more difficult.
