Not the real thing yet, but something that may be useful though: the web archive has now the most recent version of the Blue Sky web site that I am aware of, from October 2012 (ie, a few days after Barry Smith passed away).

The last two pages list the syntax of some \special commands, together with some hidden prefs, for those who did not write them down at the time.

This is odd, because last I looked (in April), and I did look hard, the latest version of these pages on the archive was from December 2010. Anyway, whatever the reason, that's all for the best.
