[OS X Emacs] croatian keyboard

I've looked at emulate-mac-keyboard-mode.el, it looks fairly simple. The
problem is that this file has iso-latin-1-unix encoding, and the croatian
symbols are in latin2, so I suppose I can't directly write croatian-specific
symbols. Is it possible to re-encode this file in utf8, or is there some
other workaround?
