I donno about newer versions but in 10.3.x the default global startup "rc" file for tcsh simply overwrites whatever $PATH came from environment.plist with "/bin:/sbin:/usr/bin:/usr/sbin".

There may well be other rc's like that standing in the way. Adding an echo $PATH >> somefile to each of your startup scripts can half finding things like that.
