[OS X Emacs] NeXT emacs bug: M-! shell has blank screen

Just noticed something odd with NeXT emacs.

type “M-! shell” then the screen becomes blank (no shell prompt  
and cannot execute shell commands), and the Activity Monitor shows  
that CPU at max. Kill the shell buffer than the cpu gauge went normal.

The verison i'm using is
GNU Emacs 23.0.60.1 (powerpc-apple-darwin7.9.0, *Step 9.0rc3) of  
2007-11-24 on applecore.inf.ed.ac.uk
