[OS X Emacs] setting the mouse cursor color

It appears that the frame parameter `mouse-color' -- which can be set as
part of default-frame-alist or intial-frame-alist, or via set-mouse-color --
is ignored by the system.  I.e. emacs provides the capability, but it is not
respected by OS X.
