[OS X Emacs] empty service menu in emacs 24

i've compiled the bazaar sources of emacs in OS X 10.6.7, with the
--with-ns configuration option, and everything works except for a small
detail: the Emacs>Services menu is empty (and, actually, calling
(ns-list-services) returns nil).  So, while Emacs exports services that
can be used elsewhere (open buffer with selection, email selection...),
it seems to be unable to use os x services provided by other programs:
is that expected?
