In System Preferences you can open a "Language and Text" tab (UN flag). This has a sub-tab ("Input Sources", maybe) where you can switch on a "Keyboard & Character Viewer". (You then can also select a few keyboard layouts.) This creates a new menu in the  menu bar. Now you can choose from this menu the "Keyboard Viewer" to display your keyboard layout. The different "levels" are shown when you press the modifiers fn, ctrl, alt, cmd, and ⇧, also in combination. See whether launching Aquamacs changes this layout and see whether you have different layouts display when Mail or when Aquamacs has the focus when you press alt or alt + ⇧.
