In Aquamacs 3.x (download from http://aquamacs.org/nightlies.shtml), you can configure this:

ns-use-native-fullscreen is a variable defined in `C source code'.
Its value is t

Documentation:
Non-nil means to use native fullscreen on OSX >= 10.7.
Nil means use fullscreen the old (< 10.7) way.  The old way works better with
multiple monitors, but lacks tool bar.  This variable is ignored on OSX < 10.7.
Default is t for OSX >= 10.7, nil otherwise.

You can customize this variable.

This variable was introduced, or its default value was changed, in
version 24.4 of Emacs.
