[OS X Emacs] Aquamacs Arabic layout

We can include that as part of Aquamacs.
I would probably name it `arabic-mac’ instead - what do you think?
Would an `mac-emulate-arabic-keyboard-mode’ be useful? This would then go in the Options->Option Key menu.
(I don’t know the arabic keyboard layout at all, so I have to ask.)
