[OS X Emacs] Is it possible to tag every new text file with geolocation?

I would love to replicate a function of Evernote which allows to tag each
new note with the current location based on the IP location (the same way
Google Maps guesses it). Ideally I would like to have as a default with
every new buffer two lines such as

# 00:00:00 12 April 1999
# -33.1212,23.2323


That would be great for quick notes on the move!
