[OS X Emacs] New problem with MELPA on Aquamacs

I tried to install the MELPA package `conda`, version `20200818.1614`.
This failed, and I see this in `*Messages*`:
```
package-install-from-archive:
https://melpa.org/packages/f-20191110.1357.el: Bad Request
```
Is that pathname an encoded name of the Conda package, or is this some
kind of error in translating my request for Conda into a web request?
When I use `curl` on that link, I get an el file for:
```
;;; f.el --- Modern API for working with files and directories -*-
lexical-binding: t; -*-
```
This looks like a recursive dependency fetch, from the backtrace below.
But given curl can do the download, I don't see why this would be a bad
request. I don't believe that this is an SSL problem, since that would
be my client rejecting the response, rather than the server rejecting
the request. Any suggestions welcome!
