There has been talk about this in the TeX community. But then, there is 
also the LATeX3 project. And both seem to be like sleeping beauty before 
the prince came along, in a deep slumber. I think, for the time being, 
this is only a good project to take on if you have lots of time and then 
only in the TeX community.
