[OS X TeX] Help me mastering teTeX.

Hi there,
I'm pretty new to LaTeX on MacOSX (Tex Live distribution I mean). Can
anyone tell me where to find how-to docs about maintaing tasks (such as
adding new packages) and adding hypen pattern to babel?

Regarding babel I've found a reference to texconfig, elsewhere I've
found a reference to fmutil. Which one do I have to use? Do I need root
privilege (i.e. sudo)? Do I have to rebuild the format in the local tree
(i.e. ~/Library/texmf) or in the global tree (i.e. /usr/local/tetex)?

Sorry for these newbie questions.
