Not exactly : swedish patterns *must* have been loaded in the latex format
file when it were generated...
For instance I don't have these patterns in my format file, here is what I
got with
\usepackage[swedish]{babel}
This is pdfTeX, Version 3.14159-1.00b-pretest-20020211 (Web2C 7.3.7x)
(./essai.tex{/Users/mbova/texmf/pdftex/config/pdftex.cfg}
LaTeX2e <2001/06/01>
Babel <v3.7h> and hyphenation patterns for english, dumylang, nohyphenation,
german, ngerman, french, ukenglish, greek, italian, latin, dutch, polish,
russian, ukrainian, loaded.
(/usr/TeX/texmf/tex/latex/base/article.cls
Document Class: article 2001/04/21 v1.4e Standard LaTeX document class
[...]
(/usr/TeX/texmf/tex/generic/babel/babel.sty
(/usr/TeX/texmf/tex/generic/babel/swedish.ldf
(/usr/TeX/texmf/tex/generic/babel/babel.def)
Package babel Warning: No hyphenation patterns were loaded for
(babel) the language `Swedish'
(babel) I will use the patterns loaded for \language=0
instead.
