Try the following:

\lower.15ex\hbox{\small$\scriptstyle(#2)$}}%
    
{\raise.1ex\hbox{\small$\scriptscriptstyle(#1)$}/ 
\lower.1ex\hbox{\small$\scriptscriptstyle(#2)$}}%
  }

\begin{document}
Here is what it looks like  $\quotgp{S/R}{T/R}$ when inline,

displayed, and in superscripts:
\begin{eqnarray*}
&&\quotgp{S/R}{T/R}\\
&&\mathcal{A}^{\quotgp{S/R}{T/R}}\\
&&X_{\mathcal{A}^{\quotgp{S/R}{T/R}}}
\end{eqnarray*}
\end{document}

You can adjust the raise/lower amounts if you don't like
the values I've chosen here.
