Just a thought about how other lists choose to solve this issue: fine 
print vs. footer:
Most lists I am subscribed to send a monthly mail with the list FAQs, 
like how do I find old posts, where to look for this or that and all 
else. This means that one additional message is coming through every 
first Monday of a month (or thursday or saturday) and this gets 
delievered to all subscribers. I have not statistical information on 
how helpful this is and how mus in lowers the amount of "technical" 
FAQs, but it is how others deal with these issues..
