At least in my current setup (I haven't upgraded to TL2004 yet), ucs.sty 
is implicitly loaded when you use \usepackage[utf8]{inputenc} . So you 
don't need to explicitly call it, but it is not obsolete.

I don't know about the situation in TL2004, though...
