Yes, TCOBrowser does support cab extraction, and I used the cabextract 
command line tool.  You can even have it extract directly into 
~/Library, and it will set up a proper texmf hierarchy for the package. 
  It doesn't make use of the versioning info, though.  Finishing my 
dissertation became a higher priority :).
