[OS X TeX] TIPA Problem, 10.3.9

TIPA Problem 10.3.9

I seem to be having problems with the TIPA package (problems I
hadn't noticed before--I've used TIPA a lot in the past).
I'm running OS X 10.3.9 and pdflatex 3.141592-1.20a-2.2(Web2C 7.5.3).
I installed 10.3.9 fairly recently, and I used i-Installer to  
re-install TeX
before giving up.

             Sample source file (tipatest.tex).  The problem line is the  
             with \textipa{sWpawlaBi}

This is a test
of the system.


When pdflatex is run on this little file, I get the following output
complaining about the inability to make xipa10.600pk, and the
resulting PDF file is unreadable.
