(OS 10.4.3, TeXShop 2.07, German keyboard, German localization):

1)
"Kommentar" (is "Comment") is Cmd-{ which is accessed as Cmd-Alt-8:  
doesn't work
"Kein Kommentar" (is "Uncomment") is Cmd-} which is accessed as Cmd- 
Alt-9: works

2)
"Standardeinstellungen" (is "Set Default Values") doesn't save  
changes that are made in "TeXShop Einstellungen" (is "TeXShop  
Preferences").
(In the English version it works just fine.)
