hi herb,

maybe not directly an answer, but I sometimes have to embed papers  
with a pdfversion > 1.4, which pdfpages usually doesn't like -- so  
far \pdfoptionpdfminorversion=5 at the beginning of the file has  
always been a solution though.

so i'd assume pdf(la)tex usually produces 1.4, but can be made to  
produce documents that claim to be 1.5. i don't know any pdf, so i  
don't know whether there are differences past the first line that  
says %PDF-1.5 or %PDF-1.4
