PDF claims to be extensible, meaning that earlier versions should still
work in viewers that support later versions.

So claiming to be PDF-1.5 (or later) when almost everything is really
only PDF-1.4 (or earlier) --- except for an image or a movie, or  
whatever
other kind of self-contained object --- should be fine.

Even viewers that support the earlier version should handle everything
else properly (touchwood).
