[OS X TeX] Using includegraphics

Hey List,
I write a report for a practical course mobile communications.
I will include some images.
I use
\usepackage[dvips]{graphics}
and
\begin{figure}
   \begin{center}
   \scalebox{.4}{\includegraphics{gfx/rtscts.ps}}
   \caption{RTS/CTS}
   \label{rtscts}
   \end{center}
\end{figure}
So far so good, BUT !!!!! All of the images appear on the top of the  
page, no matter where i define them.
All go to the top of the page. is there an option to make them  
appear, where I had defined them ?

And a nice Fifa WM 2006
