No, I think Gerrit means the packages added to either

/Library/teTeX/share/texmf.local/
/Library/TeXLive/texmf.local/

that is also

/usr/local/teTeX/share/texmf.local/
/usr/local/TeXLive/texmf.local/

Only those get influenced by where teTeX from i-Installer, TeXLive  
from i-Installer and texlive from TUG put their files. In all three  
cases, I think, the location for user-specific files remains the  
same: ~/Library/texmf.
