Isn't hoekwater.map the map file for these fonts (and logo, manfnt,  
stmary and wasy)?

I haven't a rsfs.map, but with hoekwater.map active this typesets right:

\documentclass{article}
\usepackage{mathrsfs}
\begin{document}
\thispagestyle{empty}
\( \mathscr{ABC} \)
\end{document}

And Acrobat identifies rsfs10 as the only font in the document.
