I am not using Fink's teTeX.

Can you check what the LOG from the build tells? Could be there is a  
mistake in fmtutil.cnf. This file should have lines like (from  
fmtutil --listcfg):

tex             tex             -               tex.ini
latex           pdfetex         language.dat    -translate- 
file=cp227.tcx *latex.ini
etex            pdfetex         language.def    -translate- 
file=cp227.tcx *etex.ini
pdftex          pdfetex         -       	-translate-file=cp227.tcx  
*pdftex.ini
pdflatex        pdfetex         language.dat    -translate- 
file=cp227.tcx *pdflatex.ini
pdfetex         pdfetex         language.def    -translate- 
file=cp227.tcx *pdfetex.ini

I don't know why <format>.efmt instead <format>.fmt would be built.

One work-around would be to use in the first line of your pdfLaTeX  
files:

	%&pdfelatex

another would be to use

	pdfetex -efmt pdfelatex


The LOG file should be inspected! Could it helps to disable and then  
to re-enable the pdf(e)latex format:

	sudo -H fmtutil-sys --disablefmt pdfelatex
	sudo -H fmtutil-sys --disablefmt pdflatex
	sudo -H fmtutil-sys --enablefmt pdflatex

Is there no help from Fink?
