Could this be made to work both with and without shift? This would be 
easier on the memory.

A lot of apps work like this (Thunderbird, Mail, Safari, text in 
Keynote,...). TextEdit and Preview are rather odd in this respect. 
Preview actually zooms in on apple-= and apple-+, i.e. both with and 
without shift, but zooms out only without shift. Not a good model.
