Howdy,

Maybe I finally figured out what is going on... was the document a  
minimized window in the Dock, as opposed to residing in the Dock as a  
file? If I the maximize the window the pdf file doesn't open with its  
window was closed. Only thing I can suggest for that is to minimize  
the pdf file too; then you can open that up alone by clicking on it.

I believe the latexmk behavior is as intended. If everything is up to  
date it won't waste time remaking things.
