Howdy,
Only because that is what has been used by altpdflatex and then, its
replacement, simpdftex. I'd guess that PDF 1.2 generation is used
because there are still many systems that can't handle 1.4 so you
need to deal with the least common denominator. If you know that the
folks who will read your document have 1.4 compatibility feel free to
change it.
