This is because both distributions have different search paths for
TeX ingredients. Invoke this command for both distributions and
you'll the difference:

	kpsewhich -progname=pdflatex --show-path -format=.tex | tr : '\n' |
grep ^/Users | sort

It will only show those paths that are of a private nature.

You can change the behaviour in (/usr/local/texlive/2007/texmf/web2c/)
texmf.cnf. Gerben Wierda added

	TEXINPUTS.pdflatex = .;$TEXMF/{pdftex,tex}/{latex,generic,}//
	TEXINPUTS.pdftex   = .;$TEXMF/{pdftex,tex}/{plain,generic,}//

which TeX Live does not have. It has only:

	TEXINPUTS.pdftex   = .;$TEXMF/tex/{plain,generic,}//

If it should exist, it doesn't.
