So then perhaps you didn't install all of the Dev Tools packages.

When I open the XCode Tools mpackage from my Tiger install disk if I 
choose Custom Install, I get a list of things to install, including 
gcc 4.0 and gcc 3.3

I thought that these were installed by default, but maybe not.  (It's 
been a long time since I installed Tiger.)

So go back to the XCode Tools installer and under custom install 
choose the following (if they're not already chosen). (The default 
choices for the rest should be fine.)

Developer Tools Software
gcc 4.0
gcc 3.3
Software Development Kits
Developer Documentation

Then try again?

Sorry this is turning into more of an enterprise than I had advertised...
