tlmgr (was: [OS X TeX] MacTeX-2008)

In attempting to use tlmgr update --all, I get the following message:

Cannot read any package from http://mirror.ctan.org/systems/texlive/tlnet/2008/tlpkg/texlive.tlpdb 
, seems not to be a TLPDB!Cannot load TeX Live database from http://mirror.ctan.org/systems/texlive/tlnet/2008 
  at /usr/texbin/tlmgr line 616.

which means what?
