[OS X TeX] tlmgr and proxies

OK thanks. The tex live wgetrc says it is OK to put your own in
$HOME/.wgetrc. The error I get is
[mateng041:~] mmurray% tlmgr --gui
Cannot read any package from http://mirror.ctan.org/systems/texlive/tlnet/2008/tlpkg/texlive.tlpdb
, seems not to be a TLPDB!
Maybe this isn't due to being unable to connect via proxy ?? Is there
something else that causes this.
