It's better when you make this file readable (and writable) only for  
you:

	chmod 600 ~/.wgetrc

This can also be a problem from too many users trying to connect.  
Recently there were means described to make wget report what it's  
doing and why it's failing. You could also tell tlmgr to connect to a  
particular (Australian) CTAN mirror ...
