Here is the problem: you should have placed

\usepackage[T1]{fontenc}

instead of

\usepackage[T1,OT1]{fontenc}

The latter means that the OT1-encoding (not suitable for German) has  
priority upon the T1-encoding.

I've typesetted your example with the T1 encoding, and the  
hyphenations are correct.
