You said you installed TeX Live. Did you install it using the MacTeX installer package (recommended) or did you install TeX Live directly? The following is if you installed using the MacTeX installer package.

Into which Library folder did you put your personal texmf tree? It should go into the Library folder in your HOME folder, NOT the one at the root of your HD.

Where did you put your files? They must go into the standard locations within the tree: package files (cls, sty, fd) files go into ~/Library/texmf/tex/latex/ (or sub-folders thereof); bib and bst files go into ~/Library/texmf/bibtex/bib/ and ~/Library/texmf/bibtex/bst/ respectively. Remember, ~/Library/ is the Library folder in your HOME folder. You will have to create the folder hierarchy the first time around.
