[OS X TeX] tlmgr not getting updated by TLU

What happens if you try to download this link using Safari? The -1100 error code is NSURLErrorFileDoesNotExist, and I get a 404 error when trying to download that link. I'd suggest trying a mirror that isn't broken and see if that helps. Using `tlmgr update --self` probably works because it goes through a completely different update mechanism, rather than the repair script that I use in TLU.
