That's what it should be.

So the `locked' checkbox is NOT checked.

Sigh... I'll have to think about this since what you have in that file should just work with the pdflatex compile. You won't have that -eps-converted-to.pdf file if you use TeX+DVI, only if you use the pdftex (with latex chosen) engine.

Could you possibly send me that eps file directly? I wonder if there is something about that file that epstopdf doesn't like.
