[OS X TeX] Re: Trouble with undefined references using Chapter bibliographies

This is a follow up to my earlier queries. many thanks to Herb for
helping me with getting chapterbib to work with pdflatekmk and sorting
out a bunch of referencing issues.
My question is I want to be able to input a publications list (from a
.bib file) in my root document not at the end but right after a
particular section. I am not referencing any of the publications but i
just need a list in a particular style format (IEEE) preferably
separated into journal/ conference publications (i.e. two .bib files).
Do I still save the .bib files  in ~/Library/texmf/bibtex/bib/ and
personal bst files in ~/Library/texmf/bibtex/bst/
and also how do i go about doing the above...
