[OS X TeX] new texlive folder

I don't think this change is documented anywhere.

By default, TeX Live creates two folders in the user's home
directory if necessary:

	personal directory for variable and automatically generated data:
	~./.texlive2010/texmf-var

	personal directory for local config
	~/.texlive2010/texmf-config

Members of the MacTeX team thought it would be better to put these in
a visible directory inside ~/Library. To make this possible, the TeX Live
folks added configuration items to the TeX Live install script (for all platforms).
So from now on, TeX Live is configured in MacTeX to use

	~/Library/texlive/2010/texmf-var
	
and

	~/Library/texlive/2010/temf-config
