There were rumours that "experimental" packages, dehypht-x-2009-06-19.tex belongs to one of them, were removed from TeX Live 2011. Try to update today or tomorrow and see whether you have more luck. (A faster cure could happen if you would have saved the old packages. Which does not seem to be the default. Now that disks have 1 or 2 TB of unused empty space.)
